The U.S. Chamber of Commerce is ready to take on the tea party in 2014 Senate primaries and elections with a deep-pocketed boost of establishment and business Republican candidates.

"Our No. 1 focus is to make sure, when it comes to the Senate, that we have no loser candidates," Chamber strategist Scott Reed told The Wall Street Journal. "That will be our mantra: No fools on our ticket."

The financial support, which The Hill reported would pour at least $50 million into the campaigns of centrist GOP candidates, is part of an aggressive approach toward tea party Republicans since the 16-day October government shutdown.

The Chamber has expressed its displeasure with tea party favorites Sen. Ted Cruz of Texas and Sen. Mike Lee of Utah, who resisted passing a budget without a provision to defund Obamacare, triggering a stalemate.

Just a month later, the Chamber jumped into the intra-party GOP voting, backing establishment GOP candidate Bradley Byrne over tea party prospect Dean Young in an Alabama special House election.

Byrne beat Young, and went on to an easy victory in the Dec. 17 special election, defeating Democrat Burton LeFlore.

The Chamber — which hasn't usually gotten involved in GOP primaries — is airing ads for Rep. Mike Simpson in Idaho, where he faces a tea party-backed challenger in his race for a ninth House term.

Hard-right candidates' blunders are perceived to have cost the GOP five Senate seats in recent years, The Hill reported.

It almost always is used by conservatives and tea-party members against moderates in the GOP. “The term ‘RINO’ describes politicians who claim to be Republican but are, in fact, liberal,” says an entry on a website called Conservapedia.

In 2014, though, the most interesting and important political battle will center on which wing of the Republican Party gets to decide who really is a RINO, and who isn’t.

Last week, for example, conservatives labeled House Speaker John Boehner and U.S. Rep. Paul Ryan RINOs for their efforts to pass a federal budget compromise that included slightly higher spending.

But here’s the thing: 169 Republicans in the House voted yes. Only 62 Republicans opposed the budget deal. So who are the real RINOs? The GOP majority that bought into the budget agreement, or the minority that rejected it?

Some local Republicans are quietly asking that question. They are increasingly worried voters blame their party for ongoing government dysfunction, endangering the party’s chance to gain seats in Congress next year and the White House in 2016.

And there’s an intriguing possibility the GOP moderates will make their concerns public in 2014. In the suburbs, there is some chatter that well-known middle-of-the-road Republicans will support Democrat Paul Davis in the Kansas governor’s race against conservative Republican Sam Brownback.

The Republicans can’t bring themselves tobecome Democrats, it turns out, but they believe they can pull their party back to the center by backing Davis in November.

Conservatives almost certainly will call them Republicans In Name Only. The moderates, though, will argue that tea-party hard-liners are the real RINOs.

There’s a slim chance the strategy might work. Conservatives can make the RINO label stick in a GOP primary, where their influence is significant. In a general election, though, it may be easier to suggest no-compromise conservatives are the real outliers, not the deal-makers.

House Speaker John Boehner stepped into the ring with the conservative flank Wednesday, calling their complaints about the newly unveiled budget plan "ridiculous." 

The speaker was reacting to groups like FreedomWorks which have blasted the budget "deal" as a farce that jacks up spending in the short-term in exchange for promises of additional cuts years from now. 

Boehner, trying to keep the complaints at bay long enough to win support for the plan in the House, lashed out at those organizations during a press conference Wednesday. 

"They're using our members and they're using the American people for their own goals. This is ridiculous," he said. "Listen if you're for more deficit reduction, you're for this agreement." 

But despite the fanfare surrounding Tuesday's budget unveiling, there was a steadily growing contingent of advocacy groups and lawmakers claiming the deal should not be approved. 

Boehner's comments stoked that argument. 

"Speaker Boehner's real problem here isn't with conservative groups like FreedomWorks, it's with millions of individual Americans who vote Republican because they were told the GOP was the party of small government and fiscal responsibility," FreedomWorks President Matt Kibbe said in a statement. 

Club for Growth President Chris Chocola, in response to Boehner, cited Republican senators who have come out against the plan. "We stand with Marco Rubio, Ted Cruz, Tom Coburn, Rand Paul, members of the Republican Study Committee and every other fiscal conservative who opposes" the deal, he said. 

It's unclear whether the Republican infighting will translate to a problem with getting the votes on the House floor. Many Democrats, for their part, were unhappy the deal does not include an extension of long-term unemployment aid and are trying to get a vote to include it. Many Republicans groused that the tentative deal, while claiming $23 billion in net deficit reduction over the next decade, unravels a large chunk of the sequester cuts for the next two years. 

However, a number of Republican and Democratic leaders lined up behind the plan, claiming it's a step in the right direction, eases the indiscriminate cuts of the sequester and -- perhaps most importantly -- sets in place a budget plan for the next two years and lifts the recurring threat of a partial government shutdown. 

Lawmakers this time are facing a Jan. 15 deadline to pass a budget plan.
