White House officials say President Barack Obama will aggressively use his control of federal agencies to impose his progressive agenda on the economy and society throughout 2014.
He’ll largely ignore GOP legislators, except to push GOP leaders to accept an amnesty for at least 12 million Democrat-leaning illegal immigrants, according to several White House officials who outlined the strategy to the Washington Post.
“Washington veterans have been brought into the West Wing to emphasize an executive style of governing that aims to sidestep Congress more often,” said the approving Washington Post article.
Carney: 'the president sees this as a year of action to work with Congress where he can and to bypass Congress where necessary...'

White House spokesman Jay Carney said in an interview broadcast Sunday that President Obama in 2014 will “bypass Congress where necessary,” following a year in which Washington “did not deliver for the American people.”
“I think what we saw last year in 2013 was a Washington that did not deliver for the American people,” Carney said on ABC’s “This Week.” And the president sees this as a year of action to work with Congress where he can and to bypass Congress where necessary, to lift folks who want to come up into the middle class.”

White House senior adviser Dan Pfeiffer on Sunday promised unilateral action from President Obama to enact his agenda in 2014.
"We need to assure to the American people that we can get something done, either through Congress or on our own because what they want are answers," Pfeiffer said on CNN's "State of the Union."
"He is going to look in every way he can with his pen and his phone to try to move the ball forward," he added. "We're putting an extra emphasis on it in 2014."

For several years, the most-hurled epithet in Republican Party politics has been an acronym: RINO, or Republican In Name Only.

It almost always is used by conservatives and tea-party members against moderates in the GOP. “The term ‘RINO’ describes politicians who claim to be Republican but are, in fact, liberal,” says an entry on a website called Conservapedia.
In 2014, though, the most interesting and important political battle will center on which wing of the Republican Party gets to decide who really is a RINO, and who isn’t.
Last week, for example, conservatives labeled House Speaker John Boehner and U.S. Rep. Paul Ryan RINOs for their efforts to pass a federal budget compromise that included slightly higher spending.
But here’s the thing: 169 Republicans in the House voted yes. Only 62 Republicans opposed the budget deal. So who are the real RINOs? The GOP majority that bought into the budget agreement, or the minority that rejected it?
Some local Republicans are quietly asking that question. They are increasingly worried voters blame their party for ongoing government dysfunction, endangering the party’s chance to gain seats in Congress next year and the White House in 2016.
And there’s an intriguing possibility the GOP moderates will make their concerns public in 2014. In the suburbs, there is some chatter that well-known middle-of-the-road Republicans will support Democrat Paul Davis in the Kansas governor’s race against conservative Republican Sam Brownback.
The Republicans can’t bring themselves tobecome Democrats, it turns out, but they believe they can pull their party back to the center by backing Davis in November.
Conservatives almost certainly will call them Republicans In Name Only. The moderates, though, will argue that tea-party hard-liners are the real RINOs.
There’s a slim chance the strategy might work. Conservatives can make the RINO label stick in a GOP primary, where their influence is significant. In a general election, though, it may be easier to suggest no-compromise conservatives are the real outliers, not the deal-makers.

RINO'S
FULLY FUNDING OBAMACARE "AGAINST THE WILL OF ALL CONSERVATIVE GROUPS!"

Four Senate Republicans -- Sens. John McCain (R-AZ), Susan Collins (R-ME) (who is facing a primary challenger), Jeff Flake (R-AZ), and Richard Burr (R-NC) -- are planning to vote for cloture on the budget deal that Sen. Patty Murray (D-WA) and Rep. Paul Ryan (R-WI) brokered that raises spending beyond the sequestration levels by raising taxes. 




There are 53 Democrats and two Independents that caucus with Democrats. Since 60 votes are needed for cloture, one more Republican vote will be needed.
The House passed the deal on Thursday.
According to Politico, if a few Democrats decide not to vote for cloture, a few more GOP votes will be needed. In that case, Sens. Bob Corker (R-TN), Lisa Murkowski (R-AK), John Hoeven (R-ND), Rob Portman (R-OH), Lamar Alexander (R-TN), and Orrin Hatch (R-UT) may also consider voting for cloture as needed to allow the bill to pass because Republicansintend to filibuster it. 
Collins told Politico, “I will vote for cloture." Just like Republicans did during the defunding debate, though, Collins may then vote against the final bill after she lets it get to the floor, when it will pass with a simple majority. 
The budget agreement, which increases spending beyond sequester levels, has been resoundingly criticized as a tax increase.

The Republican establishment's much-anticipated pushback against the tea party wing is underway. House Speaker John Boehner made that clear Thursday, when he renewed his denunciation of groups that try to defeat GOP incumbents they consider too willing to compromise with Democrats.
Some Republican loyalists wonder what took so long. The U.S. Chamber of Commerce recently took steps to help mainstream Republicans in party primaries, but Boehner's high-profile outburst will move the effort to the GOP's front burners.

U.S. House Speaker John Boehner lashed out at groups that ally with Republicans on spending cuts for mounting a campaign against a budget agreement.
“They’re using our members, and they’re using the American people for their own goals, this is ridiculous,” Boehner said today at the Capitol as he backed the deal that would remove the risk of a government shutdown. “If you’re for more deficit reduction, you’re for this agreement.”
Boehner has been willing to let Republicans follow the lead of organizations including Heritage Action for America and the Club for Growth, which urge deeper cuts than Democrats and some Republicans endorse. Such groups egged on Republicans to defund the health-care law, creating an impasse that helped lead to a government shutdown in October.
The groups’ complaints about last night’s budget agreement mark the latest round of Republican divisions that have made it difficult for Boehner to hold his caucus together on fiscal issues as both parties look ahead to next year’s midterm elections.
The budget plan worked out by a special committee would set U.S. discretionary spending at about $1.01 trillion for this fiscal year, higher than the $967 billion required in a 2011 budget plan.
The accord would ease automatic spending cuts known as sequestration by $40 billion in 2014 and $20 billion in 2015.
The plan raises fees including on airline passengers, and is projected to cut the federal deficit by $23 billion over 10 years. The deal repeals a separate airport security fee, imposed after the 2001 attacks, that has been paid by airlines.

Donation Competition

Representative Adam Kinzinger, an Illinois Republican, said outside groups are in competition for donations, devolving into a contest over who can be silliest.
“These groups exist on trying to create dissension within the party,” he said in an interview. “They’re a very destructive force.”
Former Representative Steve LaTourette, an Ohio Republican and Boehner ally now president of the centrist group Main Street Partnership, said the speaker’s remarks reflect “sheer frustration with these groups.”
“There’s nothing that could be crafted and signed into law that these outside groups would support,” LaTourette said in a phone interview.

10,000 Calls

Boehner and Republican leaders are establishing a pattern where they push spending cuts into the future, Matt Kibbe, president of FreedomWorks, said in a telephone interview.
“I don’t think that John Boehner’s problem is with FreedomWorks or Heritage Action,” Kibbe said. “His problem is with the very voters that were told that Republicans were fiscally responsible.”
Americans for Prosperity, a nonprofit group co-founded by industrial billionaires Charles and David Koch, top executives at Koch Industries Inc., rallied opposition to the emerging budget deal between House Budget Chairman Paul Ryan, the 2012 Republican vice presidential nominee, and Senate Budget Chairman Patty Murray before it was formally announced.
The group said its members placed about 10,000 calls to lawmakers’ offices yesterday alone, and another 30,000 e-mails. The idea those callers and e-mails are being used by AFP is “a pretty silly notion,” spokesman Levi Russell said.
