President Obama's "CORRUPTION" DHS Admits Cooking The Books On Deportations




Homeland Security Secretary Jeh Johnson acknowledged Tuesday that his department’s deportation numbers are now mostly made up of illegal immigrants caught at the border, not just those from the interior, which means they can’t be compared one-to-one with deportations under President Bush or other prior administrations.
The administration has argued it is tougher on illegal immigration than previous presidents, and immigrant-rights groups have excoriated President Obama, calling him the “deporter-in-chief” for having kicked out nearly 2 million immigrants during his five-year tenure.
But Republican critics have argued those deportation numbers are artificially inflated because more than half of those being deported were new arrivals, caught at the border by the U.S. Border Patrol. Previous administrations primarily counted only those caught in the interior of the U.S. by U.S. Immigration and Customs Enforcement.
“Under the Obama administration, more than half of those removals that were attributed to ICE are actually a result of Border Patrol arrests that wouldn’t have been counted in prior administrations,” said Rep. John Culberson, Texas Republican.
“Correct,” Mr. Johnson confirmed.
That would mean that in a one-to-one comparison with the final years of the Bush administration, deportations of those same people under Mr. Obama had actually fallen, according to immigration analysts who have studied the data.
In 2013, ICE was responsible for about 133,000 of the 368,000 immigrants removed. The Washington Times calculated that meant a less than 1 percent risk of an illegal immigrant living in the interior of the U.S. being deported.
Mr. Johnson said they are prioritizing those they think deserve deportation. In the past, illegal immigrants from Mexico who had just illegally crossed the border would often times be returned, only to try again almost immediately. Now, many of them are put into full deportation proceedings.
“We are enforcing the law. We are enforcing the law vigorously and effectively, which results in the removal of over 300,000 people a year over the last several years,” Mr. Johnson said. “We are using the resources Congress gave us to remove those we believe are threats to national security, public safety and border security. And they result in the numbers that you see.”
Lawmakers on both sides of the aisle Tuesday pleaded with Mr. Johnson for more information on the status of immigration enforcement, saying it is tougher to pass a comprehensive immigration-reform bill.
That was a frequent complaint from Congress to Mr. Johnson’s predecessor, former DHS Secretary Janet A. Napolitano, who left the office last September.
Mr. Johnson has promised to be more responsive, saying he will answer lawmakers’ questions and try to get them information.
“Better information may not be the way to reach consensus on every question of border and immigration enforcement policy, but it would help us. It would elevate the discussion to one based on empirical evidence and agreed-upon data,” said Rep. David Price, North Carolina Democrat.
The Senate last year passed a broad immigration bill legalizing most illegal immigrants, boosting border security spending by tens of billions of dollars and rewriting the legal immigration system.

DHS tells American border guards to run away from illegal immigrants

Top administration officials have directed 21,000 border patrol officers to retreat whenever illegal immigrants throw rocks at them, and to avoid getting in front of foreign drug-smugglers’ vehicles as they head north with their drug shipments.
“Agents shall not discharge firearms in response to thrown or hurled projectiles… agents should obtain a tactical advantage in these situations, such as seeking cover or distancing themselves,” said the instructions, issued Mar. 7, under the signature of Michael Fisher, chief of U.S. Border Patrol.
Agents were also directed to keep their weapons holstered when drug smugglers drive by.
Agents can’t use guns against “a moving vehicle merely fleeing from agents,” say the instructions.
The new instructions do allow agents to use guns to defend themselves from vehicles that drive at them. “Agents shall not discharge their firearms at a moving vehicle unless the agent has a reasonable belief that… deadly force is being used against an agent,” the new instructions say.
However, the instructions also suggest that officers be penalized if they don’t step back. Agents “should not place themselves in the path of a motor vehicle or use their body to block a vehicles’s path,” according to new instructions.
The new curbs were praised by advocates for greater immigration, including Juanita Molina, director of the Border Action Network. New Jersey Democratic Sen. Robert Menendez, and Democratic Rep. Zoe Lofgren, according to the Los Angeles Times.
Menendez is one of the drafters of the June 2013 Senate immigration bill, which would boost the inflow of legal immigrants and guest workers up to 40 million over the next decade. During the same period, roughly 40 million Americans will turn 18.

A federal judge in Texas is accusing the Department of Homeland Security of hand-delivering children smuggled into the United States to their illegal immigrant parents. 
U.S. District Judge Andrew S. Hanen revealed the practice in a blistering court order filed late last week. He said the "dangerous" practice is effectively aiding human traffickers and particularly the drug cartels, which run many of these operations. 
"These actions are both dangerous and unconscionable," he wrote. 
The judge attempted to lift the curtain on what is happening behind the scenes of the Obama administration's changing approach to immigration enforcement. It has been well-documented that DHS is allowing some illegal immigrants already inside the country to skirt deportation, and particularly those who came to the U.S. as children. 
But the "conspiracy" outlined by Hanen would take that controversial policy a big step further. He detailed the case of an illegal immigrant parent in Virginia, but used that as an entry point to describe what he suggested was a broader program. 
Hanen claimed that, in more than one case before his court, immigration officials are arresting human traffickers smuggling children into the U.S. -- and then "delivering the minors to the custody of the parent illegally living in the United States." 
"The DHS has simply chosen not to enforce the United States' border security laws," he wrote. 
Further, he said this is simply encouraging risky smuggling operations. "Time and again this court has been told by representatives of the government and the defense that cartels control the entire smuggling process," Hanen wrote. "... the government is not only allowing [illegal immigrants in the U.S.] to fund the illegal and evil activities of these cartels, but is also inspiring them to do so." 
He added: "To put this in another context, the DHS policy is as logical as taking illegal drugs or weapons that it has seized from smugglers and delivering them to the criminals who initially solicited their illegal importation/exportation. Legally, this situation is no different." 
Representatives with the Department of Homeland Security and other immigration agencies have not yet returned a request for comment on the judge's statement. 
Chris Crane, president of the National ICE Council union, told FoxNews.com the judge's claims are "absolutely correct." 
"This is exactly what's happening," he said, describing how agents "can't keep up" with the number of minors crossing the border, either by themselves or in the custody of smugglers. Crane said immigration officials, then, are tasked with finding a place for the children to go. 
"That's what we do now. We babysit kids and change diapers," he said. "It's out of control." 
Crane said the best short-term solution would be to return the children to the family members they were staying with in their home country.

Democratic senators appeared to gloss over new allegations -- as well as an internal investigation -- against a Homeland Security nominee, voting Wednesday to advance his nomination over the stiff objections of Republicans. 
Alejandro Mayorkas, tapped for the No. 2 position at the Department of Homeland Security, and others are facing an inspector general probe over allegations they helped a company with ties to Virginia Gov.-elect Terry McAuliffe secure visas for investors. Adding to the controversy, The Washington Times reported overnight that Senate Majority Leader Harry Reid reached out to Mayorkas to help speed along visas for foreign investors of a politically connected casino hotel in Las Vegas. 
But the Senate Homeland Security and Governmental Affairs Committee on Wednesday voted 9-0 to advance his nomination to the full Senate -- with all Republicans sitting out and voting "present." 
Sen. Tom Coburn, R-Okla., top Republican on the Senate panel, called the vote "virtually without precedent." He had urged lawmakers to wait until "all the facts" are available. 
"If we confirm Mr. Mayorkas under a cloud, we haven't helped him, we haven't helped the Department of Homeland Security," he said. 
"I'm deeply disappointed," Sen. Ron Johnson, R-Wis., said after the vote. 
But Democrats defended the nominee, suggesting his name was being dragged through the mud. 
"It is discouraging to see someone with such an extraordinary record of service being held up for no apparent reason," Sen. Mary Landrieu, D-La., said. 
Sen. Tom Carper, D-Del., the committee chairman, called him an "exceptional candidate" and the controversy surrounding him "unfair." 
The nominee currently heads U.S. Citizenship and Immigration Services. In that role, he has come under criticism for his handling of the EB-5 program, which allows foreigners investing at least a half-million dollars in a U.S. project to seek a special visa. 
The Times report, citing internal government documents, claimed the Obama administration expedited visa applications for about two dozen foreign investors for a Las Vegas casino hotel after pressure from Reid and his staff.
